从关税改革看英国经济发展战略的转变

摘要(Abstract)：
工业革命的爆发和发展使英国成为世界工厂,也使自由放任原则成为英国政府在制订经济发展战略时的主导思想。由于经济形势的变化,20世纪初英国政府掀起了一场影响深远的关税改革:大幅度提高外国商品的进口税,并且在帝国内部实行帝国特惠制,逐渐摒弃贸易自由主义而转向保护性关税政策。这场关税改革表明英国政府在制订经济发展战略时重心发生了转移,从自由放任原则逐渐向国家干预主义转变。改革不仅为此后英国经济复苏形成了重要的推动力,而且还为二战后国家全面干预经济奠定了基础。
